Mr. Menendez, the ranking Democrat on the Senate Foreign Relations Committee, has been under investigation for possible corruption, according to people familiar with the inquiry. He has denied wrongdoing.

Washington-based federal prosecutors specializing in public corruption cases are preparing to file charges against the senator in his home state of New Jersey, these people said. A lawyer for Mr. Menendez declined to comment, as did a spokeswoman for the senator.
