President to Fill Medicare and Medicaid Post Without Senate Approval

Republicans call the recess appointment an insult to the American people. The President waited nearly a year to recommend Dr. Berwick but now that Congress is on recess… Berwick need to be on the job immediately and can not wait for a lengthily confirmation process. May be it is because the Doctor is a Fan of rationing health care, something the American public is against. Here is another example of the President circumventing the advise and consent clause in the Constitution.
